There is a dispute as to who was in possession of, and responsible for
these records as ownership changed hands on July 1. Both the previous
owner of AOC and the current owner of AOC deny responsibility. The
video of the news story shows a very thick binder containing hundreds
of pages of sensitive information.

Note that the organization never reported the incident. The individual
who found the binder contacted the media.
